A starter (2) includes: a bypass passage (44) configured to connect a compressed air outlet of a compressor (26) and an exhaust gas inlet of an exhaust gas turbine (25) in an electric exhaust gas turbocharger (24), a bypass valve (45) configured to open and close the bypass passage (44); and a start control unit (48) configured to open the bypass valve (45) before starting an engine (1), rotate the compressor (26) of the electric exhaust gas turbocharger (24) with an electric motor (28), and close the bypass valve (45) at the timing corresponding to the start of the engine (1).
