A full-closed coal mining device for a soil-like coal working face, comprising a hydraulic bracket (1), a carbon fiber net (2), and a coal mining machine (4). The hydraulic bracket (1) is a supporting and covering type hydraulic bracket (1), and comprises a top beam (11), a guard plate (12), a telescopic beam (13), a covering beam (14), a front vertical column (15), and a rear vertical column (16). The carbon fiber net (2) is laid above the hydraulic bracket (1). The rear part of the covering beam (14) is covered with the carbon fiber net (2), and the carbon fiber net (2) located at the rear part of the covering beam (14) is laid along the side wall of gangue (6). One end of the carbon fiber net (2) is fixed at the bottom of the gangue (6), and the other end of the carbon fiber net (2) drops down from the front end of the guard plate (12). The carbon fiber net (2) is propped on a coal wall (3) by means of the telescopic beam (13) and the guard plate (12). One end of a steel wire rope (5) is fixed on a manual winch (7), and the other end of the steel wire rope (5) passes through a pulley and is fixed at the end of the carbon fiber net (2) which drops down. The coal mining device enables a worker to be in a space fully closed by the bracket, a roof, and the coal wall. Also provided is a coal mining method of the coal mining device. The present invention is easy to operate, and is safe and effective.
