The invention relates to an oral nicotine delivery product containing a powder enclosed in a water insoluble bag, wherein said bag is permeable to saliva and parts of the powder are dissolved therein, wherein said powder comprises at least a) nicotine selected from the group consisting of tobacco, nicotine salts, nicotine base, stabilized nicotine and mixtures thereof corresponding to 0.1 to 20 mg of nicotine in the form of nicotine base and b) a chewing gum composition.
