Since the adjustable bracket (20) of the visibility observation target lamp apparatus can pivot around a vertical axis and a horizontal axis, the horizontal orientation and pitch angle of the lamp cap assembly (30) can be adjusted. In addition, the solar power supply apparatus (300) can enable the visibility observation target lamp apparatus to be applicable to an environment without an external power source, and the solar power supply apparatus (300) directly converts solar energy into electric energy so as to supply power, thereby improving the versatility of use of the target lamp apparatus.
