A bud-containing tuber seed fixing device for sowing tuber crops, comprising a fixing support (8); the fixing support (8) is provided with a fixing end (9), and the fixing end (9) is a mechanism which can be inserted into bud-containing tuber seeds of tuber crops for fixing. The end of the fixing end (9) is of a pointed or sharp structure. The fixing support (8) is bent, the tail end is provided with the fixing end (9), and the other end of the fixing support (8) is provided with a fixing plate (7). Also provided is a seeder. This structure enables all crop seedlings of the seeder to be upward.
