An energy-saving and efficiency-increasing primer-topcoat anti-corrosion coating and a preparation method therefor. The anti-corrosion coating comprises epoxy resin, waterborne polyurethane resin, glass flakes, environment friendly pigments and fillers, silane coupling agents, thixotropic agents, activated diluents, curing agents, auxiliaries and solvents. The preparation method comprises the following steps: (1) glass flake pretreatment; and (2) raw material mixing. By means of a reasonable formula design and the preparation method, the prepared anti-corrosion coating has excellent anti-corrosion effects and long anti-corrosion efficacy, the anti-corrosion performance of the coating is effectively enhanced. The primer-topcoat coating can be directly sprayed and cured at low temperature, has rust removal functions and has the advantages of energy conservation, emission reduction, safety and environmental protection, the construction process is effectively simplified, three industrial wastes are decreased, and the market prospect is broad.
