The present application provides an adaptive code rate algorithm optimization system and method, and a terminal. The system comprises a service server and a management server; the management server is used for performing authentication verification on a terminal accessing the service server; the service server is used for receiving an optimization request for an adaptive code rate algorithm sent by a terminal, the optimization request comprising the adaptive code rate algorithm of the terminal and a user experience index parameter of the terminal; and the service server is further used for obtaining a current network quality parameter of the network accessed by the terminal, determining an optimization parameter for the adaptive code rate algorithm according to the adaptive code rate algorithm, the user experience index parameter, and the current network quality parameter, and sending the optimization parameter for the adaptive code rate algorithm to the terminal. On the basis of the adaptive code rate algorithm optimization system and method, and the terminal provided by the present application, an optimal parameter can be provided for an adaptive code rate algorithm according to different network quality, so that the adaptive code rate algorithm can obtain the optimal performance in different subnets, and the user experience is improved.
