Provided is a catalyst containing a carrier, and a metal obtained by reducing metal ions carried by the carrier 1) in a supercritical state or 2) in a polar organic solvent, the carrier being an inorganic porous body having a hierarchical porous structure. Employing the above catalyst makes it possible to achieve catalytic activity that is superior to that of conventional catalysts, and to prevent generation of heat and spontaneous combustion due to no organic porous body being used.
