A steady flow hydraulic pump, comprising an oil cylinder (1), a hydraulic rod (2), cover plates (3), and oil nozzles (4). The hydraulic rod (2) comprises a piston part (202), a driving part (201), and a balancing part (203). The piston part (202) is located between the driving part (201) and the balancing part (203). The outer diameter of the driving part (201) is the same as that of the balancing part (203), and the outer diameters of both the driving part (201) and the balancing part (203) are less than that of the piston part (202). Openings are provided at both ends of the oil cylinder (1), and the areas of the openings fit the piston part (202) for mounting of the hydraulic rod (2). The cover plates (3) are mounted at the ends of the oil cylinder (1). The side walls at both ends of the oil cylinder (1) are provided with two oil nozzles (4) communicating with an oil cylinder inner cavity (101).
