A high-voltage safely-interlocking system for a shunting locomotive comprises a first interlocking key box (15), a high-voltage grounding switch (17), an on-vehicle energy storage unit disconnector (16), a second interlocking key box (18), and device door locks. The device door locks are opened and closed by means of device keys. Also disclosed are a shunting locomotive comprising the high-voltage safely-interlocking system, and a high-voltage safely-interlocking method for the shunting locomotive. The high-voltage safely-interlocking system ensures the personal safety of workers during daily operation, inspection and maintenance, and prevents the occurrence of high-voltage electric shock accidents.
