Disclosed is a treatment system for ex-situ carbonization and solidification of silt soil using active magnesium oxide. The system includes a pretreatment device (1), a curing agent supply device (21, 22, 23, 24, 25), a homomixing device (18), a granulation device (28), carbonization unit (30, 32, 33, 35, 36, 37) and collection unit (38, 39, 40, 41). Furthermore, a method for ex-situ carbonization and solidification of silt soil using active magnesium oxide is disclosed. The method includes steps of silt soil pretreatment, homogenous mixing of silt soil with a curing agent, silt soil granulation, carbonization using carbon dioxide, exhaust gas/waste liquid collection, and resource utilization. By adjusting the supply amount of the curing agent on the basis of the measured water content and adjusting the particle diameter and the carbon dioxide pressure on the basis of the soil properties, sufficient mixing of the sludge with the curing agent and rapid carbonization and solidification of the silt soil particles by using magnesium oxide are achieved. Dust and carbon dioxide are collected during the process to avoid secondary pollution.
