The controller further includes a combination selector configured to select one of the combinations based on at least one of a runtime and a transition count. The controller further includes a make and break point selector configured to set one or more make and break points dependent on the desired capacity of heating or cooling according to the list of combinations and a capacity range of one or more modulating devices.
