An effect-increasing and energy-saving cutting method for a continuous casting steel blank, comprising the following steps: step 1, adjusting the distance between a cutting nozzle and the continuous casting steel blank; step 2, feeding preheat oxygen into the cutting nozzle by means of a preheat oxygen channel, feeding effect-increasing and energy-saving gas into the cutting nozzle by means of an effect-increasing and energy-saving gas channel, and feeding cutting oxygen into the cutting nozzle by means of a cutting oxygen channel; and step 3, setting the pressure of the preheat oxygen to range from 0.2 mpa to 0.3 mpa, the pressure of the effect-increasing and energy-saving gas to range from 0.02 mpa to 0.1 mpa, and the pressure of the cutting oxygen to range from 1 mpa to 1.2 mpa for cutting. According to the cutting method, the gas can be saved by 60% or more, up to about 80%, oxygen can be saved by about 40%, the steel cutting gap width is reduced by about 50%, the production efficiency is improved by about 30%, carbon dioxide emission is reduced by 60% or more, field smoke is reduced by about 50%, the steel cutting surface is smooth and free of phenomena of undercut burning collapse and adhering slag, re-carburization and hardening, and the steel cutting section is attractive in appearance.
