The present invention relates to a system and a method for testing the real sea open water performance of an oscillating water column-type wave power generation turbine, and to: a system for checking the open water performance of a turbine, designed separately for a special purpose, by using one oscillating water column chamber constructed in a real sea area; and a method using the system. The system for real sea testing of the performance of an oscillating water column-type wave power generation turbine comprises: an oscillating water column chamber for producing wave energy by a reciprocating flow of air; a turbine duct forming pipelines at both sides of the upper part of the oscillating water column chamber and including, at one side thereof, the turbine for receiving a reciprocating movement of the air and converting the same into mechanical energy; a flow control duct having a flow valve formed at the other side thereof; a valve performance chart; a step of acquiring a valve opening angle; and a control unit for controlling the opening and closing of the flow valve. The method for testing the open water performance of the turbine by using the system allows the flow valve to open and close such that the ratio of the turbine duct flow to the flow control duct flow is maintained so as to coincide with the capacity of a turbine to be tested, in comparison to the capacity of the oscillating water column chamber, and is divided into a passive type and an active type. Provided is the passive-type method for real sea testing of the oscillating water column-type wave power generation turbine by using the oscillating water column, the method allowing the valve opening angle to be determined according to a valve loss coefficient so as to apply the same to the system, through an algorithm for determining a flow valve loss coefficient, which is calculated by multiplying the square of the flow ratio by the reciprocal, with respect to a turbine loss coefficient identified in advance. The active-type method allows: a target ratio of the turbine duct flow to the flow control duct flow to be determined when the capacity of the turbine to be tested, in comparison to the capacity of the oscillating water column chamber, is determined; the ratio of the turbine duct flow to the flow control duct flow to be measured using flow meters provided at both the ducts; an increase or decrease degree of the opening of the valve to be determined in order to control an error between the target flow ratio and the measured flow ratio so as to apply the same to the system; and a circuit continuously measuring the flow of each duct so as to control the increase or decrease degree of the opening of the valve to be included, thereby enabling testing of the real sea open water performance of the turbine.
