Provided is a novel waste energy and waste heat recovery power generation system for an iron and steel plant. The system comprises a blast furnace gas boiler (1) generating a high-temperature and ultrahigh-pressure steam, a backpressure type steam turbine (10), a waste heat boiler generating a low-pressure superheated steam or a low-pressure saturated steam, a steam mixer (8) and a condensing type steam turbine (12), wherein a boiler high-pressure output pipe (101) of the blast furnace gas boiler (1) is in communication with a steam inlet end of the backpressure type steam turbine (10); a boiler low-pressure output pipe (201) of the waste heat boiler is in communication with a steam inlet end of the steam mixer (8); the low-pressure superheated steam output by the backpressure type steam turbine (10) is in communication with the steam inlet end of the steam mixer (8) through a low-pressure superheated steam output pipe of the steam turbine; the low-pressure superheated steam in the steam mixer (8) discharged by the steam mixer enters the condensing type steam turbine (12), a steam output end of the condensing type steam turbine (12) is connected to a steam inlet end of a condenser (14), the condenser (14) is provided with a condensate pipe, and the condensate pipe is connected to the waste heat boiler and the blast furnace gas boiler (1) through a water supply pipe. Further provided is a working method for a novel waste energy and waste heat recovery power generation system for an iron and steel plant.
