The present invention makes it possible to provide a three-dimensional television camera function by measuring the distance to the location of an image captured by a television camera using a tracking laser rangefinder linked thereto and adding said distance to the two-dimensional position from the television camera. The high-speed tracking by a tracking mirror and the high definition of captured images from a tracking television camera enable a plurality of instances of detailed image recognition, and enable tracking image recognition in three-dimensional space that is close to human situational awareness. The locations of the spaces in which work is being performed by numerical control drive devices operating in three-dimensional space are ascertained and shared, and said devices are thereby driven in said spaces. The locations of the spaces in which work is being performed by the numerical control drive devices are measured.
