Disclosed are a tying wire (63) cutting mechanism and a rebar tying machine. The tying wire cutting mechanism comprises a cutter body (61) with a wire feeding groove (62), a cutter sliding slot (64) formed on the wire feeding groove (62) of the cutter body (61), a slide block cutter (65) provided in the cutter sliding slot (64) and capable of sliding along the cutter sliding slot (64), and a driving part (75) capable of moving with respect to the slide block cutter (65). In the cutter sliding slot (64), the slide block cutter (65) is provided with a first position for cutting a tying wire (63) and a second position for resetting the slide block cutter (65); the driving part (75) is used for applying a drive force to the slide block cutter (65); and the slide block cutter (65) moves between the first position and the second position after receiving the drive force. According to the tying wire cutting mechanism, the driving part and the slide block cutter can be configured as structures capable of moving with respect to each other, making the driving part and the slide block cutter be two independent parts, so that the precision requirements on processing and assembling are reduced, the assembling of the slide block cutter and the processing of the cutter sliding slot are simplified, the service life of the whole machine is further prolonged, and the reliability and the interchangeability of the cutting mechanism of the rebar tying machine are further improved.
