The purpose of the present invention is to improve the utilization rate of a hydrogen generation device in a hydrogen production system for producing hydrogen by using power generated by renewable energy. Provided is a design device for designing a hydrogen production system, said hydrogen production system comprising: a power generation device for generating variable/fluctuating power by using renewable energy; a hydrogen generation device for generating hydrogen by means of water electrolysis by using the variable power; and a power storage device for storing at least a portion of surplus power of the variable power not used by the hydrogen generation device and for supplying power to the hydrogen generation device when the variable power is insufficient. The design device is provided with an equipment determination unit for determining at least one of maximum power to be generated by the power generation device and maximum power that can be received by the hydrogen generation device such that the maximum power generated by the power generation device becomes greater than the maximum power that can be received by the hydrogen generation device.
