The present invention relates to a cosmetic composition for improving skin conditions and preventing skin aging having an effect of promoting the expression of aquaporin-3 and having an anti-inflammatory effect, and specifically, to a cosmetic composition which contains oligo-hyaluronic acid of 300 to 10,000 Da produced from high molecular weight hyaluronic acid having a weight average molecular weight of 500,000 to 3,000,000 Da to have a function of improving skin barrier such as a moisturizing effect by promotion of the expression of aquaporin-3 and an anti-inflammatory effect by inhibiting the expression of NF-kB.;COPYRIGHT KIPO 2018
