The present invention relates to a method for manufacturing partial crystalline porous active carbon, a super capacitor using the partial crystalline porous active carbon, and a method for manufacturing the same. The method for manufacturing partial crystalline porous active carbon comprises: a step of preparing lignocellulosic biomass including hemicellulose, cellulose, and lignin; a step of preprocessing the hemicellulose, the cellulose, and the lignin to be separated by immersing the lignocellulosic biomass in an alkali solution; a step of carbonizing a preprocessed product in an inert gas atmosphere to show partial crystallinity by the lignin; and a step of obtaining the partial crystalline porous active carbon by mixing and activating alkali and carbon which is obtained by performing carbonizing treatment. The present invention can manufacture the partial crystalline porous active carbon by using the lignocellulosic biomass which is easily secured, and can manufacture the partial crystalline porous active carbon which includes a plurality of pores for providing a passage to receive and discharge electrolyte ions, and indicates a high non-storage capacity. Partial crystalline can improve electronic conductivity of porous active carbon.
