The present invention relates to a method for stimulating secretion of exosomes from stem cells and a functional cosmetic composition comprising stem cell-derived exosomes as an active ingredient. Specifically, the present invention relates to a method for mass-producing exosomes from stem cells, a method for increasing secretion of the exosomes from the stem cells, and a functional cosmetic composition comprising the stem cell-derived exosomes as an active ingredient, wherein the method for mass-producing exosomes from stem cells comprise a step of treating a stem cell culture medium with TNF-α and culturing the same under condition with 1-8% of oxygen concentration.
