The present invention relates to a catalyst for upgrading bio-crude oil in which an active material comprising nickel (Ni), molybdenum (Mo), and magnesium (Mg) is deposited on a support body including a non-carbonaceous material, a manufacturing method of the catalyst, and an upgrading method of the bio-crude oil using the catalyst. Under a supercritical state of alcohol, the present invention can provide a bi-functional catalyst for a deoxygenation reaction of bio-oil and a dehydrogenation reaction of the alcohol in the supercritical state.
