The present invention relates to a seismic reinforcement apparatus including a friction flange, capable of securing integrated behavior of an existing rebar concrete structure and the seismic reinforcement apparatus in occurrence of earthquake, and a seismic method using the same. According to the present invention, the seismic reinforcement apparatus including a friction flange comprises: a planar anchor plate (100) attached to a rebar concrete structure (50); an anchor bolt (200) penetrating an anchor bolt mounting hole (11) formed in the anchor plate (100) to be buried and mounted in the rebar concrete structure (50); and a plurality of connection members welding and coupling one side end part to the outer surface of the anchor plate (100) in a construction field and temporarily coupling the other side end part at preset distances by a bolt to be able to move.
