The present invention relates to a dual iron frame for earthquake-proof reinforcement with a friction flange mounted on a rebar concrete structure (50), and an earthquake-proof method, wherein the dual iron frame comprises: a flat plate-type anchor plate (100) attached along a base surface of a rebar concrete structure (50) to be reinforced; an anchor bolt (200); a steel member (300); and a plurality of connection members (400). When an earthquake occurs, the integrated behavior of a rebar concrete structure and the earthquake-proof reinforcement device can be secured.
