The present invention relates to a new accelerator composition enhancing bonding force of a base surface to effectively reduce rebound, and a shotcrete construction method using the same preferably. According to the present invention, the accelerator composition comprises, based on 100 parts by weight of C_12A_7 based slag: 22 to 27 parts by weight of calcium sulfate; 32 to 38 parts by weight of aluminum sulfate; 6 to 15 parts by weight of sodium sulfate; 15 to 30 parts by weight of cogeneration boiler ash; 5 to 15 parts by weight of phosphate sa 7 to 15 parts by weight of sodium aluminate; and 1 to 5 parts by weight of a high alkali urethane coalescent agent. The high alkali urethane coalescent agent is formed by adjusting a mixture of silica solution, urethane resin, polyvinyl alcohol (PVA), and NaOH at pH 11 to 13 and pulverizing the mixture. Moreover, a shotcrete construction method is performed by inputting mortar or concrete mixed with a cement based binder to one side of a two-component spraying machine and inputting an accelerator including the high alkali urethane coalescent agent to the other side, and spraying the accelerator while spraying the mortar or the concrete, wherein 4 to 9 parts by weight of the accelerator are used with respect to 100 parts by weight of the cement based binder.
