The present invention relates to a device and a method to extract a contour by labeling connection components. The device includes: a scanning part performing raster scanning on each pixel constituting a grayscale image inputted from the outside; an edge type determining part determining the edge type of an X pixel, which is a pixel being currently scanned, as one type among a strong edge, a weak edge, and a background based on high and low thresholds which are predetermined; a determination tree selecting part selecting one among two preset determination trees based on an edge type of an S pixel, which is a pixel scanned right before the X pixel; a provisional label assigning part assigning a provisional label for the X pixel based on the selected determination tree; and a label flattening part flattening the provisional label based on Vs, which is a memory component storing whether the provisional label includes a strong edge or not.
