According to the present invention, a smart payment system is disclosed. More specifically, the present invention provides the smart payment system which provides a fee setting function which enables a payment procedure to be processed in a more favorable method for customers and merchants by optimizing and setting a payment fee different for each VAN company and a PG company and a fee setting method. According to the embodiment of the present invention, by selectively setting the VAN company or the PG company in accordance with a manager′s intention, the settlement procedure is expected to be processed with the fee optimized not only in a non-face-to-face settlement but also in a face-to-face settlement.
