The position variation measuring unit measures the position variation of the water pipe. The risk calculator calculates the risk of location change of the water pipe by comparing the location change with the preset location change risk criterion, and the risk calculator calculates the risk of the ground settlement around the water pipe using the risk of leakage and the risk of location change.
