The present invention relates to a manufacturing method of a natural cosmetic composition using cotton seeds and solanum nigrum. According to the present invention, the manufacturing method of a natural cosmetic composition using cotton seeds and solanum nigrum comprises: a flame treating step of preparing cotton seeds to dry the cotton seeds, and then flame-treating surfaces of the cotton seeds for 0.5-1 second to remove hair from the surfaces of the cotton seeds; a steaming step of preparing whole plants of solanum nigrum to dry the plants, then inserting the plants into a steamer holding water on a container bottom, and then steaming the whole plants of solanum nigrum to allow water to permeate the whole plants of solanum nigrum; an extraction step of mixing the flame-treated cotton seeds and the whole plants of solanum nigrum which have undergone the steaming step, and then inserting the mixture into an extractor to perform extraction to manufacture extraction liquid; and a heating step of inserting the extraction liquid into a container to heat the extraction liquid to a temperature of 85-90°C to obtain a cosmetic composition. Cotton seeds with excellent moisturizing and relieving effects and solanum nigrum known to have wrinkle alleviation and skin whitening effects are used as materials. A cosmetic composition with minimal side effects from materials in cotton seeds and solanum nigrum and having wrinkle alleviation, skin whitening, moisturizing, and skin softening effects can be manufactured by a simple process.
