According to the present invention, provided are a building energy management system using an energy simulation and an energy saving scenario selection method. The building energy management system comprises: a saving scenario selection unit selecting an energy saving scenario in accordance with building information and facility information; a parameter setting unit setting each parameter of the saving scenario; a saving scenario application unit applying the set parameter to the saving scenario; a simulation conversion unit converting the saving scenario into a simulation file; a simulation performance unit performing a simulation to calculate an energy consumption amount, an average radiation temperature, a temperature, and humidity; a PMV calculation unit calculating a PMV value; a PMV determination unit determining a degree of comfort of an indoor environment; and an energy consumption determination unit determining whether the calculated energy consumption amount is optimal.;COPYRIGHT KIPO 2019
