The present invention relates to a pharmaceutical composition for preventing or treating vascular diseases containing a mesenchymal stem cell expressing a hepatocyte growth factor (HGF) protein as an active component. The pharmaceutical composition for preventing or treating vascular diseases containing the mesenchymal stem cell expressing the HGF protein as the active component expresses HGF to induce vascularization, thereby stimulating the formation of capillaries and enhancing cardiac function.
