The present invention relates to a method to repair and reinforce a deteriorated concrete pier, concrete pile, and steel pile without a water cutoff construction. According to the present invention, a fiber glass jacket to cover a pier or a pile is prepared after a base surface is arranged, a spacer, a bottom seal, and the fiber glass jacket are installed in order, bottom epoxy, a repair material, and finishing epoxy are coated in order, and the fiber glass jacket is removed. Accordingly, a sectional loss portion of the pier or the pile is able to be repaired and reinforced with the fiber glass jacket, the spacer, and the bottom seal by a predetermined thickness without a water cutoff construction. A different repairing material is used in accordance with a damage level of a broken portion, thereby improving repair and reinforcement performances. Moreover, the method of the present invention is applicable to the pier or pile formed in various shapes with various materials, and an epoxy resin and the repair material provide bonding performance even if water remaining in a space portion between the fiber glass jacket and the pier or the pile, thereby improving working convenience.
