According to the present invention, by a step of (A), thermomechanically mixing or kneading 20 to 80 parts by weight of a starch-based biomass derived from a plant body and 20 to 80 parts by weight of a cellulose-based biomass derived from a plant body at a temperature of 100 to 130C in the presence of 1 to 10 parts by weight of a plasticizer and a step of (B), adding 15 to 35 parts by weight of an inorganic filler, 10 to 60 parts by weight of a matrix polymer, and additives to a 10 to 50 parts by weight of the obtained thermoplastic biomass complex to thermomechanically mix or knead the same at a temperature of 150 to 250C, even when biomass is contained in an amount of 30 to 40%, it is possible to manufacture carbon-neutral type bio-based plastics with enhanced mechanical properties.;COPYRIGHT KIPO 2019
