The present invention relates to a composite membrane based on polyphenylene oxide, a method for manufacturing the same, and an anion exchange membrane for a fuel cell comprising the composite membrane. More specifically, after a polyphenylene oxide copolymer containing an ammonium salt is synthesized through amination of brominated polyphenylene oxide, a porous support membrane is impregnated with a polyphenylene oxide copolymer containing the ammonium salt. The composite membrane can be applied as an anion exchange membrane for a fuel cell having excellent ion conductivity, long term stability of ion conductivity, resistance to alkalinity, and durability.
