The present invention relates to a heating water heating device (20) including an underground heat absorbing heat pipe (4) having a heat collecting tank (2) filled with heat medium oil (6) under the ground and absorbing and accumulating underground heat, the heat collecting tank (2) being filled with the heat medium oil (6), a heating pipe (24) having a heat transfer pipe (8) transferring the heat of the heat medium oil (6) heated by the underground heat absorbed through the heat pipe (4) and primarily heating heating water (34) by circulating hot water of the heat transfer pipe (8) heated in the heat collecting tank (2) and installed in a main body (22) with a circulation pump (18) installed on a water discharge pipe (10), a heating unit (30) secondarily heating the heating water (34) primarily heated by the heating pipe (24) for heating temperature adjustment and hot water for hot water supply, and a heating pipe for hot water (32) heating and supplying the hot water by the secondarily heated heating water (34). The heating water (34) with which the heating water heating device (20) is filled is primarily heated by means of the underground heat maintaining a constant temperature at all times. Then, the temperature rises and secondary heating is performed, and thus electricity consumed for heating of the heating water (34) can be saved.
