The present invention relates to a switchable privacy protection device between a wide viewing mode and a narrow viewing mode for a display device. According to the present invention, the device comprises: a first transparent substrate; a second transparent substrate spaced apart from the first transparent substrate by a predetermined distance, and disposed to face the first transparent substrate; and a spacer disposed between the first and second transparent substrates to maintain a gap between the first and second transparent substrates and define a space between the first and second transparent substrates. A first transparent conductive oxide layer is formed on a surface of the first transparent substrate facing the second transparent substrate. A second transparent conductive oxide layer is formed on a surface of the second transparent substrate facing the first transparent substrate. Further, a transparent conductive adhesive layer is attached to the first transparent conductive oxide layer. A mesh has partitions and cavities defined by side surfaces of the partitions. The mesh is formed with a third conductive oxide layer extending integrally from the lower surface of the partitions to the side surfaces of the partitions defining the cavity. A plurality of electrochromic layers are formed on the third conductive oxide layer on the side surfaces of the partitions defining the cavities of the mesh. The first and second transparent substrates are sealed with the spacer therebetween, and the space between the first and second transparent substrates is filled with an electrolyte solution.
