The invention relates to an earthquake-proof seismic-insulating block and an earthquake-proof structure using the same, which can improve earthquake-proof ability of a structure by absorbing a shock generated by an earthquake or under the ground, and prevent a phenomenon to apply a following shock to the structure by generating vibration of the block absorbing the shock for preventing the earthquake. The earthquake-proof seismic-insulating block comprises: a pair of small blocks in which a groove line is formed to be cut along a central portion on one side surface, and the side surface is arranged to face each other to form a through hole by the groove line; and an elastic support inserted into the through hole for the small blocks facing each other to be spaced, and connecting and supporting the small blocks stacked in upper and lower layers.;COPYRIGHT KIPO 2019
