The present invention relates to an alternative computer access system using eye tracking and voice recognition and an operating method thereof. The alternative computer access system using eye tracking and voice recognition comprises: a user terminal to track movements of the eyeballs of a user to move a mouse cursor on a screen; and an internal input device to transmit a signal inputted from the user to the user terminal. The user terminal includes: a camera unit arranged on the front surface of the user terminal to photograph a user′s pupil; an eyeball recognition unit to recognize the eyeballs by outline detection from the pupil image to acquire gaze point coordinates; a gaze point processing unit to acquire gaze point coordinates from the recognized eyeballs, and perform gaze point filtering; and a mouse cursor moving unit to move the mouse cursor in accordance with the results of performing the gaze point filtering, and compare the current gaze point coordinates and previous gaze point coordinates to move the mouse cursor when the difference in distance is larger than a prescribed distance.
