An apparatus for analyzing an effect of an energy conservation measure (ECM) for building retrofit and a method thereof are disclosed. The method for analyzing an effect of an ECM comprises the steps of: selecting an ECM determination scheme; selecting one or more ECMs according to the selected ECM determination scheme; analyzing an effect of the one or more selected ECMs; and outputting an effect analyzing result. The ECM determination scheme includes a user ECM determination scheme selecting an ECM by a user and an optimal ECM determination scheme automatically selecting an ECM according to a provided condition wherein the optimal ECM determination scheme includes a cost-based ECM determination scheme and an energy conservation amount-based ECM determination scheme.
