The present invention discloses a vehicle for cosmetics having loading capacity for high-content poorly-soluble substances and a cosmetic composition comprising the same. The vehicle, which is an aspect of the present invention, can carry a large amount of poorly-soluble substances therein, and when used, a cosmetic composition containing a high content of poorly-soluble substances among effective ingredients can be manufactured. In addition, the vehicle has excellent dispersion properties in a cosmetic composition and has high solubility, so that a cosmetic composition which is stable and has transparent appearance can be manufactured. Also, the use of the vehicle can minimize the skin irritation caused by a surfactant since the content of the surfactant for dissolving the poorly-soluble substances can be minimized.
