Through the present invention, it is possible to provide a method for manufacturing a three-dimensional carbon complex, the three-dimensional carbon complex manufactured by the same, and a CO_2 adsorbent using the same, wherein the method comprises: a first step of performing surface modification of a carbon nanomaterial using ozone gas; a second step of impregnating an initiator solution with the surface-modified carbon nanomaterial; and a third step of coating the surface of an impregnated graphene structure with a polymer unit containing nitrogen by using a vapor-phase polymerization method under a reduced pressure condition. The three-dimensional carbon complex manufactured by a manufacturing method of the present invention is simple in a manufacturing apparatus and a manufacturing process.
