The present invention relates to a gargle composition for preventing and mitigating xerostomia containing inorganic salts and a medicinal herb extract as an active ingredient and, more specifically, to a gargle composition for preventing and mitigating xerostomia and halitosis, which is alcohol-free and contains inorganic salts, such as bamboo salt and potassium chloride, and a medicinal herb extract of Phellodendron amurense Rupr, Rehmannia glutinosa Libosch, and Prunus sibirica L.
