The present invention relates to an apparatus for operating a network in a tactical data link, which comprises the steps of: setting n number of communication zones based on a position of m number of wireless communication devices, wherein m and n are two or more natural numbers and m is greater than n; and allocating a message transmission order to the m number of wireless communication devices so that one of the m number of wireless communication devices transmits a message by alternating the n number of communication zones.
