The present invention relates to a system and a method for managing an unexpected situation in a tunnel. The system for managing an unexpected situation in a tunnel includes: a data processing module forming tunnel image big data structuralized; a data processing module calculating position/size/type learning data of a moving body by performing a faster regional convolution neutral network algorithm based on the tunnel image big data completely formed; and a data processing module capable of transmitting a generated corrected image in the tunnel to a tunnel control server and transmitting a warning message corresponding to an unexpected situation to the tunnel control server in a case that it is determined that the unexpected situation occurs in the moving body in the tunnel. Therefore, the system for managing an unexpected situation in a tunnel can guide a series of a moving body unexpected situation handling procedure to effectively perform the moving body unexpected situation handling procedure based on the corrected image in the tunnel, with high reliability (in other words, an error sensing rate is extremely low).;COPYRIGHT KIPO 2019
