Disclosed is a technology related to a method and apparatus for constructing a secure infra-structure for using an embedded universal integrated circuit card (eUICC). The method for constructing the secure infra-structure comprises the steps of: transmitting a trust relationship request message to a trust verification entity, wherein the trust relationship request message includes identification information and signature information for a trust request entity, by the trust request entity; transmitting the trust relationship request message to a trust relationship relay entity to receive trust information for the trust request entity corresponding to the trust relationship request message, by the trust verification entity; and verifying the signature information on the trust request entity using the trust information on the trust request entity, by the trust verification entity.
