One embodiment of the present invention relates to a method for manufacturing an oil-water separation filter for oil resistance and flocculation effects. More particularly, the present invention provides a method for manufacturing a filter medium comprising the steps of: exposing a fibrous filter medium to plasma to activate a surface of the fibrous filter medium with a hydroxyl group; coating the fibrous filter material activated with the hydroxyl group with a fluorosilane-based water repellent agent to form a super water repellent layer; and coating the super water repellent layer with an epoxy polymer to form an oil resistant layer.
