The present invention relates to a high-speed dye adsorption apparatus based on an inertial collision of aerosol droplets, which increases external and internal diffusion speeds of dye to shorten a dye adsorption processing time in manufacturing a dye-sensitized solar cell, and a dye-sensitized solar cell manufacturing method using the same. According to the present invention, the high-speed dye adsorption apparatus comprises an aerosol droplet generation apparatus spraying a solution, in which dye molecules are dispersed, to generate a dye aerosol droplet, and an inertial collision apparatus colliding, when an aerosol flow including the dye droplets generated by the aerosol droplet generation apparatus and a sheath flow are mixed and supplied, the dye aerosol droplet having inertial force accelerated through a nozzle with a porous thin film for forming an electrode to increase external and internal diffusion speeds of the dye molecules to infiltrate into and be adsorbed onto the inside and outside of the porous thin film.
