The present invention relates to a pair of guide RNAs for simultaneously recognizing OsNAC64 and OsNAC69 genes which are rice NAC transcription factors; a guide RNA vector including the pair of guide RNAs; a method for manufacturing a knockout rice mutation of OsNAC64 and OsNAC69 genes using the guide RNA vector; a knockout rice mutation of OsNAC64 and OsNAC69 genes manufactured by the method; and a method for screening rice bacterial leaf blight controlling material by using the knockout rice mutation of OsNAC64 and OsNAC69 genes. When the pair of guide RNAs for simultaneously targeting rice bacterial leaf blight resistance related OsNAC64 and OsNAC69 genes is used, the present invention can simultaneously facilitates knockout of the OsNAC64 and OsNAC69 genes in rice. Therefore, the manufactured knockout rice mutation of OsNAC64 and OsNAC69 genes is useful for function research of the OsNAC64 and OsNAC69 genes, and is used for screening of the rice bacterial leaf blight controlling material.
