The present invention comprises: a pipe having an insertion unit interconnected to the inside of an object to be cooled and a discharge unit interconnected to the outside, and accommodating a fluid and a capsule in the inside and the outside; an internal heat exchanger connected to a pipe provided in the inside of the object to be cooled; and an external heat exchanger connected to a pipe provided in the outside of the object to be cooled. A phase change material (PCM) is stored in the capsule for a phase to be changed in a liquid state or a solid state. Therefore, in accordance with changed volume, due to different of density in a pipe, heat in the object to be cooled can be discharged to the outside while circulating in the inside and the outside of the object to be cooled.
