According to an embodiment of the present invention, an apparatus for searching an arctic optimal route comprises: a first communication unit receiving information relative to a departure point and destination of a ship; a second communication unit receiving information relative to a sailing factor related to sailing of the ship; a storage unit storing a map of an area in which the ship sails; a lattice data generation unit generating lattice data for cells constituting a lattice based on the sailing factor by dividing the map into the lattice; and a route determination unit determining a route of the ship based on the departure point and the destination of the ship, and the lattice data of a cell group in which the cells having the predetermined number gather.
